Following the resignation of Prime Minister Evika Silina ahead of the parliamentary general elections scheduled for early October, Latvian President Edgars Rinkevics held critical consultations with political party leaders before addressing the public at a press conference. Rinkevics announced that after days of intensive strategic deliberations with parliamentary factions and political groups, he decided to assign the duty of forming the next government to Andris Kulbergs, an opposition lawmaker from the United List Party. This decision follows the collapse of the previous ruling coalition, plunging Riga into a period of rapid political reorganization.

Explaining the rationale behind his political maneuver, President Rinkevics indicated that the choice reflects recent shifts in domestic political dynamics and fulfills the necessity of giving the opposition an active opportunity to introduce a fresh administrative approach. Rinkevics further stated that he expects Kulbergs, as the newly designated prime minister-candidate, to submit a comprehensive progress report regarding the coalition talks by May 25. The mandated report must outline the structural contours of the proposed coalition, delineate cabinet portfolio allocations among participating factions, and provide a preliminary draft of the new government manifesto.
